Forthcoming census to be India’s first digital Census; Union Home Ministry tells Lok Sabha

The Centre on Tuesday informed the Lok Sabha that the upcoming Census will be the first-ever digital Census in the country. “There will be a provision for self-enumeration. Mobile App for collection of data and a Census Portal for management and monitoring of different Census related activities have been developed,” the Union Home Ministry said in the Lok Sabha.

In March, the Central government declared that it has decided to conduct Census 2021 in two phases, one is the House listing and other Housing Census during April to September 2020 and the Population Enumeration during February 9 to 28, this year.

During the 2021 Budget Session, the centre had allocated Rs 3,726 crore for upcoming digital Census. Finance Minister Nirmala Sitharaman, presenting the Union Budget for 2021-22, said the Centre is also working on a national language translation initiative.

Earlier, Union Home Minister Amit Shah had announced that the 2021 census will be conducted through smart phone application, moving away from the traditional pen and paper to give India a Digital boost.

“Census data will be collected through a mobile app. India will be moving from the pen and paper census to digital data, which will be a big revolution in the country’s census exercise,” Shah said.

A mobile application has been developed for the collection of data and a Census Portal for management and monitoring of various activities related to Census.

A person can log in using their mobilephone numbers and fill up their details on Census portal once it is made open.

Provisions for self-enumeration will be available.

Codes will be displayed on the screen to fill in the different options and once self-enumeration is done an identification number will be sent on the person’s smart phones, as per reports by DNA. Later, the identification number can be shared with the enumerator when they go for the house listing exercise. The identification number will automatically sync with all the data already filled online.
